Qualification Summary
Each National Olympic Committee can enter a maximum of one team in each event (13 men and 13 women). As hosts, Japan will be given a spot to compete in each event. The remaining quotas will be decided through various events, specifically, the 2019 World League, the 2019 World Aquatics Championships, the Continental Championships and the Olympic Qualification Tournament. Australia and South Africa were selected to represent Oceania and Africa respectively as no tournament was held.
