BMX Freestyle
Qualification Summary
Each National Olympic Committee can enter a maximum of 4 competitors (2 men and 2 women) to compete. As hosts, Japan will be given two quotas (1 man and 1 woman) should they fail to qualify normally in an event. The remaining quotas will be decided by the Olympic Qualification Rankings and through the 2019 Urban Cycling World Championships. Additionally, all selected athletes must have at least 10 UCI points in the BMX Freestyle Park Elite Individual Ranking.

BMX Racing
Qualification Summary
Each National Olympic Committee can enter a maximum of 6 competitors (3 men and 3 women) to compete. As hosts, Japan will be given two quotas (1 man and 1 woman) should they fail to qualify normally in an event. The remaining quotas will be decided by the Olympic Qualification Rankings and the BMX Elite Individual Rankings and through the 2021 BMX World Championships. Should a continent fail to qualify the highest ranked nation from the continent will qualify over the lowest ranked nation on the Olympic Qualification Rankings. Additionally, all selected athletes must have at least 10 UCI points in the BMX Elite Individual Ranking.

Road
Qualification Summary
Each National Olympic Committee can enter a maximum of 9 competitors (5 men and 4 women) to compete. All nations competing in time trial must also qualify in the road race as no additional athlete quotas are provided. As hosts, Japan will be given four quotas (2 men and 2 women) to compete in the road race events should they fail to qualify at least two athletes. The remaining quotas will be decided by the World Ranking of Nations published on October 22nd 2019, the 2019 continental championships and through the 2019 Road World Championships. At least two nations from each continent must be represented in the men’s time trial and one nation per continent must be represented in the women’s time trial, should this not occur the highest ranked nation from the continent will qualify over the lowest ranked nation on the World Ranking of Nations. Additionally, all selected athletes must have at least 10 UCI points in the Individual Road Ranking on October 27th 2019.

Track
Qualification Summary
Each National Olympic Committee can qualify a maximum of 15 competitors (8 men and 7 women), but can enter a maximum of 17 competitors (9 men and 8 women) should the additional male and female athlete qualify through a different cycling discipline. All quotas will be decided by the Olympic Track Rankings published on March 1st 2020. At least one nation from each continent must be represented in a sprint and an endurance event. Should this not occur the highest ranked nation from the continent in individual sprint for sprint and omnium for endurance will qualify over the lowest ranked nation on the Olympic Track Rankings of that event. Additionally, all selected athletes must have at least 10 UCI points in the event they are competing in.
